- CRA and ITU Initiate Qatar’s Digital Innovation Profile
Doha, August 27, 2024: The Communications Regulatory Authority (CRA) in collaboration with the International Telecommunication Union (ITU), announced the commencement of the Digital Innovation Profile (DIP) for the State of Qatar. This initiative aims to accurately assess the digital innovation ecosystem; a move that will help shape key strategies and inform national policies that accelerate Qatar’s digital transformation. The DIP project is a comprehensive analysis of Qatar’s ecosystem capacity. Crucially, the project will assess the country's maturity in innovation and entrepreneurship. CRA launched this initiative by engaging key stakeholders from the very beginning, ensuring that the DIP is thorough, accurate and is rooted in ground realities. Stakeholder interviews have been already conducted, and in continuation of these efforts representatives from various sectors will participate in co-creation workshops being held today and tomorrow, August 27–28, 2024. The workshops aim to identify strengths, address gaps, analyze needs, and develop detailed recommendations for advancing Qatar’s digital economy. Commenting on the initiative, Eng. Hussain Abdulla Salatt, Public Relations and Communication Manager at CRA, said: “The development of the Digital Innovation Profile is a significant step towards enhancing Qatar’s competitiveness in the global Information and Communication Technology (ICT) industry. We are not only prepared to assess where Qatar stands in terms of Digital Innovation, but we are also ready to envision the future and articulate where we should go. The key recommendations from the DIP reviews will give us a comprehensive understanding of the challenges and opportunities within the ecosystem and help us shape a future-focused, ICT-based, innovation environment.” He emphasized that “by leveraging the insights gained from this project, we want to help build a sustainable, ICT-enabled economy which is aligned with Qatar National Vision 2030, the Third National Development Strategy 2024-2030, and the Digital Agenda 2030”. This collaborative effort between CRA and ITU reiterates Qatar’s commitment to fostering the growth of a robust digital economy. It is expected that the findings and recommendations from the DIP will guide future policies. At a national level, the findings will be discerningly deployed to ensure that the State of Qatar remains at the forefront of digital innovation.

Doha, August 26, 2024: Mowasalat (Karwa), in collaboration with the Ministry of Education and Higher Education, has launched the "Back to School" campaign for the new academic year 2024-2025 under the slogan "My School is My Second Home." - CRA launches Public Consultations on Postal Services Licenses
Doha, August 13, 2024: In a significant step towards enhancing the postal services sector in the State of Qatar, the Communications Regulatory Authority (CRA) has invited all stakeholders interested in the postal sector to participate in public consultations on the draft licenses for providing postal services. The consultations aim to create a transparent and fair legal and regulatory environment. According to Law No. (15) of 2023 Promulgating the Law Regulating Postal Services, CRA has issued three draft licenses for public consultation, which include: Postal Service License for Qatar Postal Services Company, Courier License for Domestic Services, and Courier License for International Services. Interested parties and stakeholders are required to provide their feedback in writing by providing answers to questions specified in the consultation guidelines document and in the format described in the guidelines. Each category of stakeholders is requested to answer questions relating to their specific license type only. These consultations represent an opportunity to open the postal market in Qatar and increase competition. They also aim to support growth, enhance the business environment and innovation, and improve the quality of postal services provided, thereby boosting e-commerce and the digital economy. These efforts align with international developments, technological advancements, regulatory frameworks, and Universal Postal Union (UPU) recommendations, in line with Qatar National Vision 2030, the Third National Development Strategy 2024-2030, and the Digital Agenda 2030. The new Law Regulating Postal Services empowers CRA to regulate the sector, set licensing conditions, protect consumer rights, and ensure fair competition. It also aims to improve service quality, expand consumer choices, and create opportunities for both local and international postal Service Providers. The public consultations aim to understand the needs of all concerned and interested parties and consider them in an organized and transparent manner, allowing CRA to better regulate the postal sector and improve the quality of services provided. Last July, CRA hosted a successful workshop focused on enhancing postal services complaint handling process, thus enhancing transparency and quality of service. Furthermore, in line with the efforts to open the postal sector for competition, CRA will hold another workshop in September 2024 to discuss the feedback and comments received from concerned and interested parties regarding the postal services licenses. CRA will be issuing further regulations regarding the postal sector for public consultation later, including postal license applications, license fees, the definition of reserved services and universal services, consumer protection and complaints, resolving disputes, and quality of service. - CRA and ITU Host Workshop on Collaborative Digital Regulation
Doha, July 31, 2024: The Communications Regulatory Authority (CRA), in collaboration with the International Telecommunication Union (ITU), hosted a national multi stakeholder’s workshop focused on collaborative digital regulation. This initiative aims to enhance the regulatory environment in Qatar's Information and Communication Technology (ICT) sector by adhering to international standards, advancing cooperation and collaborative governance, utilizing new tools for ICT regulation, and facilitating the country's digital transformation. The workshop gathered government officials, representatives from ministries responsible for ICT policy and regulation, officials from national regulatory bodies, and telecommunications Service Providers. Participants engaged in insightful discussions on various aspects of digital regulation, exploring agile approaches to digital policy, regulation, and governance. They gained insights into flexible strategies for managing the rapidly evolving ICT landscape, covered the ITU Unified Framework of Generations of Regulation and regulatory metrics such as the ICT Regulatory Tracker and the G5 Benchmark, and deep dive into Qatar’s legal, policy, and governance frameworks for digital transformation, highlighting strengths and areas for improvement. Eng. Hussain Abdulla Salatt, Public Relations and Communication Manager at CRA, praised the collaboration with ITU, stating: “This partnership is essential for supporting Qatar navigate the challenges of the digital world and strengthen its position in the global digital economy. This evaluation of our regulatory frameworks supports Qatar’s National Vision and Digital Agenda 2030, as well as our National Development Strategy, by enhancing the digital economy and supporting digital transformation across various sectors, especially with the rapid adoption of new technologies like artificial intelligence and big data.” Following the workshop, a national review of digital collaborative regulation and digital transformation will begin. This review will assess the setup of the telecommunications and IT sector and the foundations for digital transformation across the economy and society in terms of key policies and programs, joint policies across sectors, and collaborative practices among institutions. It will also examine regulatory tools to boost the digital economy and evaluate the level of regulatory maturity and policy implementation, also inviting feedback from a wide range of national stakeholders from government and the private sector. The analysis will allow formulating recommendations to improve the regulatory environment and governance practices towards achieving an inclusive and sustainable digital transformation and enhancing the local digital economy. Since 2020, ITU has conducted similar national reviews in 15 countries, focusing on regulatory frameworks, institutional structures, and collaborative digital governance. These reviews help decision-makers understand the role of collaboration and governance, use new tools to regulate ICT and digital markets, and address the rapidly changing trends in digital policy, regulation, and governance.
