- PICE Qatar hosts host the ASEAN Engineering Conferment Ceremony
by Engr. Dave G. Sanchez PICE Qatar had once again demonstrated that with hard work and determination, nothing is impossible. To succeed in life, you must have a lot of dedication, knowledge, and the right attitude, and becoming an Advance Level Engineer is no exception. Last October 14, 2022, the Philippine Technological Council (PTC) brought the ASEAN Engineer Registry Conferment in Doha, Qatar with its host the Philippine Institute of Civil Engineers Qatar (PICE) Chapter. The event started with a processional parade of colors, led by the PTC Officials represented by Engr. Federico Monsada (PTC President) and Engr. Romulo R. Agatep (PTC Country Registrar) followed by PICE Qatar Board of Directors, ASEAN Engineers, and ASEAN Engineers Conferees. To start the program proper a Call to Order and reading of House Rules was initiated by Engr. Eduardo V. Francisco. Then, an invocation and singing of the National Anthems of Qatar and Philippines were played. To welcome everyone, Engr. Mario S. Oligo, the event Overall Chairman greets all the guests and conferees with a thankful heart. Engr. Oligo. He congratulated all the conferees whom he knew how much time and effort they put to finally be conferred on this event. To give more insights about the ASEAN Engineers activities the PTC Presidential Deputy Adviser and PICE Qatar Founding President Roy L. Baquiran presented his speech and formally opened the event. All of the conferees were congratulated by the first guest speaker, Hon. Don Albert Philippe Pangcog, OIC and assistant labor attaché of the Philippine Overseas Labor Office (POLO) in Doha. He then gave a brief story about the Parable of the Talents. He challenged everyone at the conference to use all of their abilities in positive ways and to enrich the lives of others. He also emphasized the significance of PICE Qatar's ongoing efforts to strengthen the country by assisting not just Filipino professionals but also the whole Filipino community. The next keynote speaker, PTC President Engr. Federico Monsada, explains the mission of PTC, which is to foster the development and advancement of Engineering and Technology, as well as those involved, with a focus on global recognition of Filipino engineering professionals and their contribution to humanity. "PTC began to spread seeds, and we want to continue sowing seeds where it will ultimately develop and flourish and grow more, producing more healthy seeds that you personally may plant in the correct sort of soil. Remember that life does not end with the conferment that we will have today; you are growing and you are supposed to multiply, so hopefully and ultimately, we will see Filipino engineering professionals acknowledged for their contributions to the benefit of society", he said as he ended his speech. The next speaker was ASEAN Engineer Helario S. Amoguis, who gave a testimonial address about the benefits of being recognized as an ASEAN Engineer since 2017. Next on the agenda is the Charging of ASEAN Engineers (AER), Associate ASEAN Engineers (AAER), and ASEAN Engineers Technologist (AE Tech), which will be led by Engr. Romulo Agatep. He then describes an Advance Level Engineer as someone who uses professional judgment and demonstrates leadership skills, inventiveness, and originality in the professional engineering environment. He further noted that conferment is done to formally award someone the title of ASEAN Engineer, and that the title might be post nominal or pre-nominal. He then called all the conferees for the official Charging as Advance level Engineers. One of the highlights of the event is the Oath Taking of conferees which was led by PTC President Engr. Federico Monsada, the new 26 conferees took their Oath of Membership and sworn to be officially admitted to the ASEAN Engineering Register. Part of the oath states that the ASEAN Engineer shall, at all times, avoid deceptive acts and not assist in or induce any breach of these Tenets and the codes of my legal professional affiliations, but rather, endeavor to support those who seek to uphold them if called upon or put in a position to do so. After the Oath taking ceremony, the Pinning of PTC pin, sash, awarding of AER/AAER medal and certificates were inducted. All the New AER, AAER and AE Tech were called one by one on stage together with their family members. These accolades symbolize the honor and responsibility of the members to continue the trust and confidence of the community in our profession, enhance the reputation and encourage everyone to do the same. The newly conferred AAER Marianne Raechell Payumo, AER Elvin Fajutagana, AER Juphil Apale, and AER Alfonso Betita then gave their acceptance speeches. To wrap up the event, PICE Qatar President Engr. Rolan E. Nevado delivered his Closing remarks. The event which was hosted by Ms. Kaycee Ann Oligo-Sigua and Ms. Aileen Joyce Ordoñez would not be possible with the lead of Events Overall Chairman Engr. Mario S. Oligo. - PICE Qatar Holds 16th General Assembly and Election of 2023 Board of Directors
By Eduardo V Francisco The PICE Qatar Chapter held its 16th General Assembly, Induction of New Members and Election of 2023 Officers and Board of Directors (BOD’s) on the 30th of September 2022 under the theme “Adopting Innovations and Embracing Change to Overcome Future Impediments” at Wyndham Grand Doha West Bay, State of Qatar. SAA Victoriano P. Bago, Jr. presided over a "Call to Order," and he reminded everyone to follow health and safety protocol during the event. The opening ceremony was formally announced by 1st Vice President Elvin D. Fajutagana, who welcomed guests, partners, officers, members, fraternal organizations, and all attendees with greetings and well wishes. Honorable Cassandra B. Sawadjaan (Officer-in-Charge) of the Philippine Embassy in Doha, Qatar, delivered her Special Message as Guest of Honor followed by Hon. Don Albert Philippe C. Pangcog, Assistant Labor Attache' cum Officer In-Charge (OIC) of the Department of Migrant Workers (DMW), Philippine Overseas Labor Office (POLO), Doha, State of Qatar. Both special guests spoke about the warm relationship between the Philippines government and the State of Qatar, as well as the host-gratitude country and appreciation for the contributions of Filipino engineers and expats to Qatar nation building. PICE Qatar fraternal organizations graced in the event such as Philippine Institute of Certified Quantity Surveyors (PICQS Qatar Chapter) represented by its President Yvonne O. Cabang, Filipino Association of Materials Engineers (FAME - Qatar) represented by President Ruel N. Reyes, and Filipino Planning Engineers Association – Qatar Chapter, represented by President Ryan Ace Tan. PICE Qatar President Rolan E. Nevado, assisted by Founding President Roy B. Baquiran, bestowed a plague of appreciations on deserving members and officers for their outstanding and meritorious performances. Plagues of Appreciation were also bestowed upon all PICE Qatar members who also serve as president or chairman of various fraternal organizations in Qatar or around the world. President Nevado also presented the President of the Republic of the Philippines award to the PICE Qatar Chapter in the category of "LINGAP SA KAPWA PILIPINO" or 'LINKAPIL' for short. In addition, Past President Ronaldo B. Nilo received another Philippine Presidential Award for the "PAMANA NG PILIPINO." During the “President Report” he announced that the PICE Qatar is in the healthy environment as it almost achieves his sets of goals and objectives for the entire year 2022 as early as in 3rd Quarter of this year! The election of the 2023 leaders was overseen by all former PICE Qatar Past Presidents (PP's) who are still in Qatar, with the Interim Past President, Engr Anthony Mark P. Abendan, serving as Chairman of the Nomination and Election Committee (NOMELEC. The election was also supported by a group of volunteers from the PICE Qatar Chapter and their families. A peaceful and friendly election was successfully held, and all newly elected officers to gear up the PICE Qatar in 2023 are pleased with the efficient and friendly election. - PBBM signs SIM Card Registration Act
President Ferdinand R. Marcos Jr. on Monday signed the Subscriber Identity Module (SIM) Card Registration Act at the Ceremonial Hall in Malacañan Palace on October 10, 2022. Under the measure, every public telecommunication entity or direct seller shall be required to demand end users of SIM cards to present a valid identification document to validate their identities. These telecommunications entities shall also be required to maintain a SIM Card Register of their subscribers, containing information required under this law. In his message, President Marcos Jr. commended the legislators from the House and from the Senate for coming up with the measure which he described as timely and necessary to curb the spread of spam text messages and scams. The President also looks forwards to the enactment of more measures that will help bring forth the security, progress, and prosperity to the Filipino people.
- HBKU announced as the research partner of GWC Forum 2022

DOHA - The Filipino community in Qatar is now all geared up for their first public event since the pandemic. In a press conference held yesterday, 03 October 2022 at Yam’s Catering Restaurant at the Le Park Hotel, Kulinarya Qatar being the organizers of the Philippine Food, Culture & Trade Festival Qatar (PFCTFQ) finally announced the details of the upcoming 2-day event slated to be held on 20-21 October at the Saphire Plaza Hotel. Kulinarya Qatar Chairwoman & PFCTFQ over-all head Dahlia Agbanlog thanked the Philippine Embassy Doha for its collaboration in making the event possible. - PICE Qatar Chapter conducts 3rd POLO-OWWA Community Outreach for Distressed OFWs

Boceta again completed another program from its list of monthly activities last September 23, 2022, from 11:00 AM onwards when it successfully conducted its 3rd Philippine Overseas Labor Office - Overseas Workers Welfare Administration (POLO-OWWA) Community Outreach for Distressed Overseas Filipino Workers in coordination with the Philippine Society of Sanitary Engineers, Inc. (PSSE-MENA) and I AM Worldwide Corporation Team Prime Builders - Qatar at the POLO-OWWA Migrant Workers and other Overseas Filipinos Resource Center (MWOFRC) Shelter, Doha, State of Qatar. Despite their busy schedules, several members of the PICE Qatar Executive Committee (EXECOMM 2022), COPA members, PICE Qatar family members, PSSE-MENA Members, and Team Prime Builders members have spared their time to be present during the handover of goods at the MWOFRC Shelter. Engr. Danica Rose Alcantara and Engr. Rosendo Berja Jr. hosted the program. The programmed activity started with an Opening Prayer by Engr. Emilio Manalo Jr. and Opening Remarks delivered by 1st VP Elvin Fajutagana who mentioned the background and insight of the outreach activity. Chapter President Engr. Rolan Nevado gave his message stating the continuous support of the 3,500+ strong members of the organization in delivering community outreach programs such as these as listed in the PICE Qatar’s 2022 calendar of activities benefitting particularly Distressed OFWs as part of the organization’s community social responsibility. Similar pieces of advice and inspirational messages were delivered by the Chapter Pass Presidents Engr. Ronaldo Nilo, PP and Team Prime Builders Head Mentor Engr. Aileen Abejero-Buenaflor, IPP and PPOQ Chairman Engr. Mark Anthony P. Abendan, and Chapter Founding President, Engr. Roy L. Baquiran to boost up the morale of the wards present during the activity. Inspirational messages and bits of advice were also given by Assistant Labor Attaché and OIC POLO-OWWA Qatar, Hon. Don Albert Philippe C. Pangcog, expressed gratitude for the noble donations and gave his “Words of Wisdom” for the continuous support of professional organizations such as PICE Qatar, PSSE, and Filipino Community partner sponsors who are always ever ready to extend support and respond to the ordeals of our distressed migrant workers-kababayans having these circumstances accordingly. The essential goods and dole-out items were handed over to POLO-OWWA-MWOFRC Shelter Coordinator, Atty. Cherry Rhose Cureg who have conveyed words of thanks and gratitude for the goods received and for the continuous support of PICE Qatar together with PSSE-MENA, Team Prime Builder Qatar, and sponsors/donors for the activity. There were 125 wards, and 6 baby beneficiaries housed at the shelter during that time. Awarding of Plaque of Appreciation to a partner organization, PSSE-MENA, and the food sponsor-UNO Café was presented in the event while the Photo-Ops for documentation ensued later. In the end, Engr. Emmanuel German V. Boceta thanked the continued support from PICE Qatar members, sponsors, donors, and everyone who in one way or another have helped for the success in realizing the cause of the activity. - PICE Qatar hosts 1st Joint Webinar Conference with PICE Region II Chapters

Sanchez The 1st Joint Webinar Conference (WEBICON) was successfully held on August 26, 2022, by the multi-awarded Philippine Institute of Civil Engineers Qatar (PICE Qatar), in collaboration with the PICE Region 2 Philippine Chapters. This one-day event with the theme "International and Regional Chapters Collaboratively Bridging Technology Transfer Through Challenging Times and Beyond," was attended by over 600 people from all over the world. The WEBICON was divided into two parts. Part 1 started at 8:00 AM with PICE Qatar President Engr. Rolan E. Nevado addressed all attendees and guests who graced the event. He also expressed his gratitude to all of the Chapters and individuals who made the event possible. PICE National President-Elect Engr. April Frances Agatha Flores then congratulated and praised everyone for the event, a first of its kind that could serve as a model for other local and international chapters. PICE National President Ador Canlas also lauded the organizers and stated that the theme event was very timely, particularly in the sharing and transfer of technology and skills with fellow professionals, especially amid difficulties currently being experienced. Later, Engr. Roy Baquiran, PICE Qatar Founding President, and PTC Deputy Presidential Adviser stated that through the WEBICON, PICE Qatar Chapter has reached another important milestone deserving the highest accolades. This was followed by the keynote speech by Dr. Arthur Ibañez, Region 2 - Regional Coordinator who emphasized the importance of Civil Engineers in nation building. Guest of Honor Adam Musa, the Philippine Labor Attaché in Qatar later delivered a message with an assurance that the POLO Office is always in constant communication and collaboration to provide the best services to all Filipino Overseas Workers in Qatar. Following the motivational messages of the keynote speakers and after reading the event House Rules, the event's overall chairman, PICE Qatar's first vice president Elvin Fajutagana, officially opened the WEBICON with Dr. Emer T. Quezon as the first speaker who presented the topic: Application of System Dynamics Models in Simulating "Good and Poor" Case Scenarios of Road Construction Labor Productivity Rate and Work Done Over Time Using Analogic Software. Engr. Jerwin Gutierrez later presented the topic covering Innovative Underground Structures: Water, Wastewater, and Drainage system. Concluding session 1 of WEBICON was Engr. Meliza Ortiguerra discussed the Evolution of Tunnel and Bridge Construction. Following the morning session presentations, Engr. Ron Carlo Pingol, Engr. Gerardo Managuelod, and Engr. Mario Oligo served as a panelist and initiated lively Q & A discussions with all the participants. To open the afternoon session of the WEBICON, Engr. Maria Catalina Cabral the President of the PICE Batanes Chapter delivered her inspirational message and expressed her gratitude for the invitation from PICE Qatar to attend the historic event. She also stated the need to link members from local and international chapters to promote national resilience amidst challenges and crises. In his keynote speech, PICE Cagayan Chapter President Engr. Ruben Borleo reiterated the benefits gained from attending collaborative events through the rich experiences, knowledge, wisdom, and lessons learned from outside the country. Engr. Trese T. Bustamante, PTC Presidential Adviser represented by Engr. Roy Baquiran later expressed his heartfelt gratitude to the Chapter for delivering this WEBICON. He also reminded everyone to apply for professional advancement and become an APEC Engineer or an ASEAN Engineer. Engr. Elmo Rodriguez began the second part of the WEBICON Technical Presentation with the topic Guide to Flexible Pavement Construction and Solutions to Common Surface Defects. Engr. Alfonso Belito Betita then followed with the Topic: Tunneling the World Using the New Austrian Tunneling Method (NATM) and the Tunnel Boring Machine (TBM). To end the technical presentation series, Engr. Al Eco tackled the topic of coastal flooding. Engr. Helario Amoguis, Dr. Anderson Gonzales, and Engr. Ralph Angelo Estiller, the assigned WEBICON panelists subsequently gave their insights and thoughts on the Session 2 technical presentations. 2nd Vice President Engr. Loraine Radan delivered her closing remarks to officially end the momentous event. The WEBICON 1 day event was hosted by Engr. Jundee Mar Tejedo and Engr. Danica Rose Alcantara for Part 1, and Engr. Dave Sanchez and Engr. Michelle Macaraig for Part 2. This WEBICON event truly exemplified PICE Qatar's commitment to providing excellence and knowledge to fellow Filipino Engineers.
