Technical Conference 2024: Embracing Digital Transformation and Emerging Civil Engineering Technologies The day began with the Technical Conference 2024,  centered on the theme “Embracing Digital Transformation and Emerging Civil Engineering Technologies for Sustainable and Resilient Professional Practices.” Organized in collaboration with Engineers Australia and SFPE Qatar, the conference featured a series of insightful presentations from four keynote speakers, each addressing critical topics within the field of civil engineering. Engr. Alfredo M. Pagulayan (PICE Qatar) opened the conference with a presentation on "Green Building - Frameworks and Future Directions," focusing on sustainable practices in construction. Following him, Engr. Maureen Nso (Engineers Australia) discussed the "Impact of Disruptive Technologies in the Construction Industry," highlighting the transformative effects of innovation. Engr. Alfonso Belito Betita (PICE Qatar) shared insights on "Hydropower Construction: The Beles Hydropower Project in Ethiopia," exploring the challenges and innovations in this major infrastructure project. Lastly, Dr. Arlan P. Beltran, PhD. (Engineers Australia), provided an in-depth look at the "Challenges Faced by Overseas Filipino Civil Engineers in the GCC: Forging a Strategic Framework by a Mutual Memorandum of Agreement through Engineers Australia." The conference provided a platform for participants to exchange ideas, network with industry leaders, and gain valuable insights into the future of civil engineering. The emphasis on sustainability encouraged professionals to adopt practices that contribute to the long-term well-being of communities. The evening commenced with welcome remarks from PICE Qatar 2024 President, Engr. Dave G. Sanchez, who highlighted the event’s theme, “Celebrating Community, Honoring Achievements, and Inspiring Change.” He emphasized the importance of community, shared values, and the commitment to making a positive impact. “Tonight, we celebrate the remarkable community of civil engineers who have worked tirelessly to shape the world we live in. Your achievements are a testament to the power of innovation, resilience, and teamwork. As we honor these accomplishments, we also look ahead, inspired to continue driving change and leaving a lasting legacy,” said Engr. Sanchez. The evening also recognized the members who successfully passed the 2024 Philippine Professional Licensure Examinations for Master Plumber, Geodetic Engineer, Sanitary Engineer, and Civil Engineer. The Philippine Ambassador to Qatar, H.E. Lillibeth V. Pono, addressed the audience, discussing the challenges and opportunities of embracing digital transformation. “The world is confronted by difficult questions on how to regulate the latest developments in technology, including artificial intelligence. The most challenging thing, perhaps, is ensuring that these emerging technologies do not diminish the value of human insights and perspectives on matters affecting humans,” she remarked, echoing the theme of the earlier conference. The event continued with a second awarding ceremony, highlighting the significant contributions of professionals within the PICE Qatar Community.   • CRA and ITU Host Workshop on Collaborative Digital Regulation

    Doha, July 31, 2024:  The Communications Regulatory Authority (CRA), in collaboration with the International Telecommunication Union (ITU), hosted a national multi stakeholder’s workshop focused on collaborative digital regulation. This initiative aims to enhance the regulatory environment in Qatar's Information and Communication Technology (ICT) sector by adhering to international standards, advancing cooperation and collaborative governance, utilizing new tools for ICT regulation, and facilitating the country's digital transformation. The workshop gathered government officials, representatives from ministries responsible for ICT policy and regulation, officials from national regulatory bodies, and telecommunications Service Providers. Participants engaged in insightful discussions on various aspects of digital regulation, exploring agile approaches to digital policy, regulation, and governance. They gained insights into flexible strategies for managing the rapidly evolving ICT landscape, covered the ITU Unified Framework of Generations of Regulation and regulatory metrics such as the ICT Regulatory Tracker and the G5 Benchmark, and deep dive into Qatar’s legal, policy, and governance frameworks for digital transformation, highlighting strengths and areas for improvement.   Eng. Hussain Abdulla Salatt, Public Relations and Communication Manager at CRA, praised the collaboration with ITU, stating: “This partnership is essential for supporting Qatar navigate the challenges of the digital world and strengthen its position in the global digital economy. This evaluation of our regulatory frameworks supports Qatar’s National Vision and Digital Agenda 2030, as well as our National Development Strategy, by enhancing the digital economy and supporting digital transformation across various sectors, especially with the rapid adoption of new technologies like artificial intelligence and big data.” Following the workshop, a national review of digital collaborative regulation and digital transformation will begin. This review will assess the setup of the telecommunications and IT sector and the foundations for digital transformation across the economy and society in terms of key policies and programs, joint policies across sectors, and collaborative practices among institutions. It will also examine regulatory tools to boost the digital economy and evaluate the level of regulatory maturity and policy implementation, also inviting feedback from a wide range of national stakeholders from government and the private sector. The analysis will allow formulating recommendations to improve the regulatory environment and governance practices towards achieving an inclusive and sustainable digital transformation and enhancing the local digital economy.   Since 2020, ITU has conducted similar national reviews in 15 countries, focusing on regulatory frameworks, institutional structures, and collaborative digital governance. These reviews help decision-makers understand the role of collaboration and governance, use new tools to regulate ICT and digital markets, and address the rapidly changing trends in digital policy, regulation, and governance.

  • BMKQ, OFIE-M partner to launch Financial Literacy class series for Filipino expats in the construction and other job sectors in Qatar

    In a groundbreaking move, BMKQ and OFIE-M have teamed up to launch a financial literacy program aimed at empowering overseas Filipinos, set to kick off this August. 15 June 2024, Doha, Qatar – In a significant step towards empowering grassroots Filipino organizations, BMKQ and OFIE-M have signed a Memorandum of Understanding (MoU) to roll out a comprehensive Financial Literacy program. The MoU was signed by Eliseo Bermido, President of BMKQ, and Engr. Edgar Boyano, President of OFIE-M, on June 15, 2024, at Somerset Hotel Doha. The signing ceremony was attended by officers from both organizations, highlighting the collaborative spirit and shared vision for financial empowerment. The partnership focuses on conducting a 5-week financial literacy class series, meticulously tailored for overseas Filipinos.     DOHA - The vibrant celebration of the 126th Philippine Independence Day in Qatar, jointly organized by the Oryx Knights Eagles Club (OKEC) and Creative Events Management & Services, is set to take place from June 20 to June 22, 2024, at the Ezdan Palace Hotel in Duhail. This year's celebration, themed "MAKULAY ANG KALAYAAN 2024" (Our Colorful Freedom), promises a lively array of cultural presentations, competitions, trade fair exhibitions, authentic cuisine, a motor show, and appearances by inspiring celebrities from the Philippines. During a press conference on June 10 at the Swiss Belinn, the organizing committee, led by OKEC Charter President Joseph Timothy Rivera, Creative Events Cluster Director Mrs. Kamila Bellamlih, events advisor Dr. Jeanette Gotangogan, and Filipino Association of Manpower Services (FAMS) Chairman Mr. Juan Paolo Ferrer unveiled pioneering programs and activities designed to make this year's celebration truly meaningful. The festivities will commence on June 20 with an opening gala dinner, launching the event’s corporate social responsibility (CSR) initiatives. These include support for children with cancer at Hamad General Hospital and skills enhancement programs for overseas Filipino workers (OFWs) in Qatar, in partnership with FAMS. The event will also address the need for additional Filipino schools in Qatar. Attendees will enjoy musical performances by select Filipino bands in Qatar, as well as ethnic and contemporary acts by students from the Philippine International School of Qatar and the Philippine School Doha, including Middle East finalists for the Dance World Cup in Prague. The highlight of the celebration will be on June 21, beginning with the traditional community parade/sagala, followed by a grand opening ceremony attended by Philippine embassy officials, visiting VIPs, community leaders, and the general public. Philippine Senator Loren Legarda will join the ceremonies virtually. The day’s program will feature various performances and culminate in the pageant finals of the Ginoo at Binibining Agila ng Kalayaan (Mr & Miss Eagles of Freedom). The winning contestant will advance to the Miss Philippine Eagles 2024 pageant in Manila, hosted by The Fraternal Order of Eagles – Philippines Eagles (TFOE-PE), with over one million pesos in cash prizes at stake. This pageant supports the First 1,000 Days of a Child (F1KD) initiative. Rivera announced that over 86 Filipino organizations have confirmed participation in the morning parade, expressing confidence that this year's attendance will surpass previous years. "We are overwhelmed with the community’s support and grateful for the collaboration of this year’s executive committee composed of 12 leading organizations," he added. Special performances supporting the Philippine government’s campaign, including a rendition of the Bagong Pilipinas hymn, will also be part of the event, reflecting the community’s support for Presidential Memorandum Circular No. 52. The two-day Filipino food, trade, and service exhibitions will continue on June 22, featuring special livelihood seminars, CSR activities, community awards, and the celebration of Philippine Eagles Week, under Presidential Proclamation No. 600-1995 by the late President Fidel V. Ramos. All four active Eagles clubs in Qatar will converge for this milestone event.
