  • Cabinet reimposes more Covid-19 restrictions effective Friday, April 9, 2021

    Doha. In a regular Cabinet Meeting held this afternoon through video conference chaired by the Prime Minister and Minister of Interior H E Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, after reviewing the report of the Supreme Committee for Crisis Management regarding the plan to reimpose restrictions due to Covid-19 pandemic, and for the safety and health of the society, the Cabinet decided to reimpose further measures due to the Covid-19 pandemic, which will be effective from Friday, April 9, 2021, until further notice, as follows: The number of employees present at the workplace in government agencies to be reduced to 50% of the total number of employees in each entity, while the rest shall work from home, or on request, according to the circumstances, with the exception of the military, security and health sectors. The number of workers present at the workplace in the private sector to be reduced to 50% of the total number of employees in each office, and the rest of the workers to work from home. The Ministry of Trade and Industry, in coordination with the concerned authorities, to determine the necessary activities that are excluded from this decision. All meetings that are held for employees and workers in the government and private sectors shall be remotely using modern technology (e.g. online), unless not possible or is highly necessary, the meeting shall be held with not more than 5 persons, subject to following precautionary measures. All citizens and residents leaving their house for any reason are mandated to wear masks, unless the person is alone while driving the vehicle or with his family. All citizens and residents are mandated to activate the (EHTERAZ) application on smartphones when leaving the house for any reason. Mosques remain open for daily duties and Friday prayers, provided that Tarawih prayers are performed during the blessed month of Ramadan in homes, and children under 12 years old are not allowed to enter, while adhering to the precautionary measures set by the Ministry of Public Health and the Ministry of Endowments and Islamic Affairs, with the continued closure of toilets and ablution facilities. Social gatherings and visits in closed places in homes and majlis are prohibited. However, the gathering of a maximum of 5 people in open places who have completed their Covid-19 vaccine doses, is allowed. Winter camps are allowed for family members residing in the same house only. Weddings indoors or outdoors are not allowed. Gatherings or sitting are not allowed in public parks, beaches and the corniche. Individual sports such as walking, jogging and cycling are allowed, while playgrounds and sports equipment in those places will remain closed. No more than four (4) people including the driver shall be allowed inside a vehicle, except for family members residing in the same house. Bus transportation capacity remains at 50%, while passengers are required to take precautionary measures. The capacity of Doha Metro and other public transport services are reduced to 20 percent on weekdays and will not be available on certain routes. They will not operate on Fridays and Saturdays as well. Driving schools continue to be closed. Cinemas and theaters shall be closed. Private educational and training centers remain to be allowed to provide their services through remote communication programmes only. Nurseries to be closed. Public museums and libraries to be closed. Individual educational sessions remains to be allowed in centers designated for people with special needs, while adhering to special requirements set by the Ministry of Public Health. Sports teams trainings, whether indoors or outdoors, remain prohibited with the exception of preparatory training for local and international tournaments approved by the Ministry of Public Health. Obtaining prior approval from the Ministry of Public Health to organize local and international sporting events. All conferences, exhibitions and events are to be postponed. Capacity of malls remains to not exceed 30%; children under 16 years old are prohibited to enter in malls; prayer rooms and changing rooms in these complexes shall remain closed, with the continued closure of all food courts inside malls and allowing these restaurants to serve delivery and take out only. Restaurants and cafes are prohibited to serve food and drinks in open or closed places and to allow them to offer foods and drinks through take-out and delivery only. Rental services of boats, tourist yachts and pleasure boats remain suspended, with the exception of rental services for family members residing in the same house, or if non-family residing at the same house, not more than 5, provided that they have completed the Covid-19 vaccine doses. The traditional souqs markets continue to operate with a capacity not exceeding 30%, and children under 16 years old are not allowed to enter, with these markets being closed on Friday and Saturday of every week. Wholesale markets remain open with a capacity not exceeding 30%, and children under 16 years old are not allowed to enter. Beauty and hair salons shall be closed. Amusement parks and all entertainment centers continue to be closed. Health clubs and physical training clubs remain closed, while massage services, saunas, steam rooms, Jacuzzi services, and Moroccan and Turkish baths not allowed. Swimming pools and water parks remain closed. Medical services in private health facilities to remain not providing urgent health services, except in emergency cases. These private health services however are allowed to provide some of their medical services through modern means of communication. Cleaning and hospitality companies to stop providing their services during working hours to the establishments contracting with them, however they are allowed with a full capacity outside the working hours of those establishments, and to allow the provision of their services at home by one person only while adhering to the special requirements set by the Ministry of Public Health in coordination with the Ministry trade and Industry. The Ministry of Interior, the Ministry of Public Health, the Ministry of Trade and Industry and other government agencies, each in its own jurisdiction, shall take the necessary measures in this regard, to ensure compliance with health requirements, procedures, and prescribed precautionary measures.

  • World Autism Awareness Day: Providing a safe space to watch football

    Profiling the sensory rooms at three Qatar 2022 stadiums The ability to enjoy a match in a fun and exciting environment is one of the many pleasures for football fans. Yet, for people with cognitive disabilities, experiencing games and the stadium atmosphere can pose certain challenges. With the first FIFA World Cup™ in the Middle East and Arab world set to take place in less than two years, the Supreme Committee for Delivery & Legacy (SC)’s initiative to ensure the tournament is accessible to all fans, regardless of their disability, has seen the creation of sensory rooms in stadium sky boxes. Ahead of World Autism Awareness Day on 2 April, qatar2022.qa takes a closer look at this important project. Sensory rooms provide a safe space for fans with neurobehavioural needs to retreat to during a match and enjoy proceedings in a space that is fitted with equipment designed to engage the senses, such as controlled lighting, interactive projections and different toys. First piloted during the 2017 Amir Cup final at Khalifa International Stadium, the project was also delivered successfully at Al Janoub Stadium for the 2019 Amir Cup final and most recently at Education City Stadium for the FIFA Club World Cup Qatar 2020™ final between Bayern Munich and Tigres UANL. During those match days, fans with neurobehavioural needs and their families were able to access the sensory room prior to, during and after the match, allowing them extra time to acclimatise to their new surroundings and avoid crowds when entering and leaving the stadium. The fans, who were mostly children, were able to enjoy an interactive projector, soft toys and beanbags in a supervised environment while having the opportunity to step out into the stadium and enjoy the football from a row of dedicated seats. This modified environment created an inviting and stimulating internal atmosphere adjacent to the stands where users of the room could interact with the crowd at their own pace. “Our efforts with the sensory rooms have provided valuable feedback to our aims of providing a safe space for fans with cognitive disabilities in our stadiums,” said Samantha Sifah, the SC’s Head of Fan Engagement. “We are thankful to our local service providers in the Qatar Rehabilitation Institute, Qatar Foundation’s Renad and Awsaj and the Ontario Centre for Special Needs for their partnership in making the sensory room initiative a reality. “Football is more popular than ever in Qatar and fans who invest in their club should be able to watch their favourite team play, with equal opportunity to attend, participate and contribute to the atmosphere. By designing special services like stadium sensory rooms, our goal of making football accessible to all is on course to being fulfilled for next year’s World Cup and beyond.” Future events such as the upcoming FIFA Arab Cup in December will provide further opportunities for the SC to develop the sensory room initiative and ensure that all fans can look forward to experiencing football’s showpiece event when it takes place in Qatar in 2022.

    Ayon kay Hamad General Hospital Medical Director Dr. Yousef Al Maslamani, walang magbabago sa quarantine exemption period para sa mga taong nakatanggap na ng 2nd dose ng Covid-19 vaccine hanggang walang matibay na scientific data na magpapatunay na hindi na ito mahahawahan. Sa kasalukuyan, ang quarantine exemption ay valid hanggang tatlong buwan, 14 days matapos makargahan ng second dose ng bakuna. “The available data shows that it is possible to exempt from quarantine for a period of three months. If additional information reveals that the effectiveness of the vaccine can extend up to six months or a year, then this would be a good thing. Then the period of exemption from quarantine may extend up to six months or more,” ayon kay Dr. Al Maslamani mula sa kanyang panayam sa Qatar TV noong lunes. Dagdag pa niya, “For us as recipients, the vaccine has actually been in existence for only three months. But if the manufacturers say the vaccine has proven the same efficacy after six months or a year, this will be a good thing, and the exemption period from the quarantine may extend to six months or more. The scientific committee in the Ministry of Public Health reviews these matters and the reports of hospitals around the world and even the reports issued by the different countries that have vaccinated large numbers of their population.” “Certainly the strategic committee will not hesitate to take the appropriate decision if the data are available confirming that this procedure will be appropriate,” sabi pa ni Dr. Al Maslamani. Bilang pahuling pahayag, sinabi niyang nagiging 95% immune sa Covid-19 ang isang tao matapos pa lamang ang dalawang Linggo mula ng ito ay mabakunahan ng second dose.

    Doha, Qatar. Inilunsad na kahapon ang Music Video na pinamagatang 'Pilipino Ka: Gabay at Lingkod ng Mundo' na nilikha ng mga OFWs dito sa bansang Qatar at inihahandog sa mga OFWs sa buong mundo. Isang musika na nagpupugay sa mga Pilipino at nagbibigay ng pag-asa at paghimok upang magpatuloy sa paggawa ng mabuti, kahusayan sa mga trabaho, katatagan at pagkakaisa sa gitna ng mga matinding hamon sa buhay at sitwasyon, katulad na lamang ng COVID-19 pandemya.   • Shura Council, may rekomendasyon para sa pagpalit ng employer o pag exit ng mga manggagawa

    Sa isang regular weekly meeting ng Shura Council sa pamumuno ng Speaker na si H.E. Ahmed bin Abdullah bin Zaid Al Mahmoud, pinag-usapan ang supplementary report ng joint committee ng Services and Public Utilities Committee at ng Internal and External Affairs tungkol sa malalwakang diskusyon sa hiling ng mga miyembro ng konseho hinggil sa pagpapalit ng employer at pagbiyahe ng walang notification ng mga expatriate workers. Matapos ang diskusyon sa committee report, at base sa kagustuhan ng Shura Council na suportahan ang lahat ng pagsisikap ng gobyerno sa pangunguna ng Ministry of Administrative Development, Labor and Social Affairs (MADLSA), at para mapaunlad ang business sector ng Qatar, matapos mapakinggan ang panig ng Council members na ginanap noong Jan. 4, 2021 na pinaunlakan ni H.E. Minister of Administrative Development, Labor and Social Affairs, at base na rin sa obserbasyon at proposal ng Council na ginanap noong Feb. 8, 2021, nagkaroon ng rekomedasyon ang Shura Council tungkol sa nasabing usapin at nagdesisyon na e refer na lang ito sa tamang kinauukulan. Sa nasabing rekomendasyon, sinisiguro nito ang financial at legal status ng kumpanyang lilipatan ng manggagawa, lalo na sa pag-approve ng visa, at siguruhing ‘di sila mawawalan ng visa. Pinapalakas din nito ang bilang ng pagpapalit ng trabahador ng employer sa tatlong beses lamang habang nananatili sa bansa para maipakita na seryoso sila sa kanilang trabaho. Dagdag pa rito, sa tuwing kukuha ng empleyado sa pagpapatupad ng governmental or quasi-governmental contracts, kinakailangang masiguro na hindi sila mabigyan ng change of employer puwera lang kung may pahintulot ang employer hanggang matapos ang kontrata at dapat nakaugnay ito sa kanilang visa. Base rin sa mga rekomendasyon ng Shura Council, nais nitong maipakita na kaya nilang solusyunan ang mga problema sa illegal workers sa pamamagitan ng mga mekanismo tulad ng pag amyenda sa mga kondisyon nito ng naaayon sa batas. Layunin din ng rekomedasyong ito na bigyan ng tamang proseso ang mga manggagawa na hindi na-aprubahan ang transfer at ‘di na makabalik sa dati nilang trabaho. Ayon sa Ministry of Interior (MoI) kinakailangan na magkarron ng tamang mekanismo ng proseso para masabihan ang empleyado, tatlong araw bago ang petsaa ng kanyang pag-alis sa pamamagitan ng text message o ng Metrash application. Ayon pa sa napagkasunduang rekomendasyon, kinakailangang magkaroon ng eksaktong panahon ang kontratang pipirmahan ng employer at trabahador kung saan binabawalan ang trabahador na humingi ng change of employer habang naka-kontrata pa na dapat ay hindi lalagpas ng dalawang taon, maliban lamang kung may sapat na dahilan ito na dapat aprubado pa rin ng employer. Dagdag pa sa rekomemdasyong ito na taasan ang porsyento ng mga manggagawa na hindi puwedeng magbiyahe ng walang paalam mula sa kanilang mga employer na dati ay 5% at gawin itong 10%. Bilang panghuling rekomendasyon ng Shura Council, pinanukala nito na magkaroon ng permanenteng committee sa Ministry of Administrative Development, Labor and Social Affairs para magdesisyon sa lahat ng mga aplikasyon ng sponsorship transfer, sa kundisyong dapat may miyembro sa committee na galing sa Chamber of Commerce at Ministry of Interior, para maipatupad ang mga kahilingan para sa sponsorship transfer at masigurong makakasunod ito sa tamang proseso, kondisyon at mekanismo na naayon sa batas.

  • Mga residenteng 60 taon at pataas, kailangan na raw magpabakuna ayon sa MoPH

    Hinikayat ng Ministry of Public Health (MoPH) ang lahat ng residente at citizen ng Qatar, na nasa 60 gulang at pataas na magpabakuna na laban sa Covid-19 sa lalong madaling panahon. Ayon kay National Health Strategy 2018-2022 Lead for Healthy Ageing, na si Dr. Hanadi Al Hamad, ang kamakailan na pagtaas ng Covid-19 cases ay nagresulta na sa apat ng pagkamatay at 60 taong gulang ang mga ito, "Since the start of the pandemic more than 12 months ago it has been clear that age is the biggest risk factor for COVID-19”, dagdag pa niya. Sa isa naman niyang panayam, binanggit ni Dr. Hanadi na higit na malaki ang posibilidad ng mga matatanda na magkaroon ng komplikasyon na maaaring magtuloy sa pagkamatay kung hindi sila agad mababakunahan. "I cannot emphasize strongly enough how important it is for older people to get their vaccine. Now that we have an approved and effective vaccine, elderly citizens and residents have the opportunity to become protected and live free from the threat of this virus." sabi pa ni Dr. Hanadi. Ayon pa sa kanya, "In recent weeks we have seen a significant increase in the number of people requiring admission to ICU due to severe complications from COVID-19. As many elderly people have existing long-term medical conditions, they are more susceptible to severe complications and so they account for a large proportion of COVID-19 related ICU admissions." Samantala, nang tanungin naman tungkol sa maaring long-term effect ng Covid-19 sa mga matatanda, sinabi ni Dr. Hanadi na, "Due to their increased vulnerability and often weakened immune systems, the elderly are more susceptible to long-term complications due to COVID-19. Even if they recover from their immediate severe symptoms, many elderly people experience what is known as 'long-covid'. Symptoms of long-covid can last several weeks or months and include extreme tiredness, shortness of breath, chest pain or tightness, and problems with memory and concentration. The COVID-19 vaccine helps to protect people from these long-term symptoms, and this is why it is so essential for older people to get vaccinated." Bilang huling paalala ni Dr. Hanadi, sinabi niyang huwag matakot ang mga matatanda sa bakuna dahil ligtas na ligtas ang mga ito. Matatandaan na nitong nakaraang araw ng Huwebes, February 4, 2021 ay inilabas ng awtoridad ang reimposition ng mga COVID-19 health restrictions, matapos maging consistent ang pagtaas ng mga bagong kaso ng COVID-19 sa bansa sa mga nakalipas na linggo. Ilan sa mga nasabing reimposed restrictions ay ang limitasyon sa mga outdoor gatherings para sa 15 tao lamang, samantalang ang mga indoor gatherings ay hindi dapat tataas sa limang (5) tao. Bawal ang magdaos ng kasal kung hindi sa mismong bahay at limitado lamang sa mga kamag-anak ang dapat dumalo. Ang mga bilihan naman ay dapat nasa 30% lamang ang capacity. Bawal na rin ang mag renta ng mga bangka para sa publiko, samantalang kung pribado naman, hindi dapat lalampas sa 15 tao ang lulan nito. Bawat isa ay pinapayuhan na magsuot palagi ng facemask kapag nasa labas ng mga tahanan, at panatilihin ang social distancing saan mang lugar.

  • National Sports Day Healthcare Protocol & Public Health Measures

    The Aim This protocol aims to provide guidance on the best means to facilitate safely holding sports activities associated with the National Sports Day this year amid the COVID-19 pandemic, and particularly the adoption of effective preventive public health measures to protect the health of participants and the community by reducing the risk of COVID-19 transmission before, during and after the Sports Day. Scope of Allowed Activities and Its Locations This year, only individual sporting activities are allowed, such as jogging/running, swimming, and cycling. Contact sports that require physical contact between players are prohibited, for example football matches. Competitive sports that require more than one team in a limited space is prohibited. All sporting activities, during training and preparation and during the event itself, must be conducted entirely in outdoor settings. All sporting activities in indoor settings are entirely prohibited. In case the use of vehicles is required to reach the locations of the activities, the number of passengers should not exceed 4 persons in each car, including the driver. in the case of using buses, the number of people on the bus should not exceed 30% of the maximum capacity load, taking into account the opening of the windows. All should comply with wearing face masks during transport. All sports and gym equipment in parks, sports paths and all other public places are closed. Other Public Health measures Face masks are mandatory and should be worn at all times except during the sporting activity itself. In the event of stopping sporting activity, it must be put back on. Avoid shaking hands, hugging or kissing at all times. Close interaction with other people should be avoided before starting and after finishing sporting activities and a safe distance must be maintained at all times during the sports activity. Participants are advised to maintain a minimum distance of 1.5 meters while talking to other participants with strict compliance to wearing face masks. Participants are not to share clothes, towels, soap or any other personal items, and they must use their own drinking bottles and not to share it with others. They should use an alcohol-based hand sanitizer to clean hands. Cleaning and disinfection of frequently touched surfaces. No spitting no cheering, no live choir, and no live singing by spectators as this can spread virus. Provide trash cans with lids to dispose of used tissues in all vehicles and venues. Anyone who is feeling unwell should not participate in any sports activity and should to the nearest health center. Participants in the individual sports activities during the National Sports Day should take into account the following: Spectators are not allowed to attend any of the activities during the sports day.   • MOI Juvenile Police Department signs agreement with Behavioral Healthcare Center

    The Ministry of the Interior, represented by the Juvenile Police Department, signed a cooperation agreement with the Behavioral Healthcare Center, on Sunday 24 January 24, 2021 at the officers Club of the General Directorate of Civil Defense to enhance cooperation between the two parties in the areas of exchange of experience and achieving common goals for the protection of juveniles and those exposed to behavioral deviation. The agreement was signed by Brigadier Ibrahim Eissa Al Bouainain, Director of the Juvenile Police Department at the MOI, and Rashid Mohamed al-Nuaimi, Director-General of the Behavioral Healthcare Center. Brigadier Ibrahim Eissa Al Bouainain said that the agreement comes within the framework of promoting joint work between the two parties in the fields of educational activities, exchange of experiences, cooperation in research and studies, offering lectures, seminars and training workshops to protect juveniles from being exposed to causes and problems of delinquency and supporting programs for their protection. He confirmed that the agreement would contribute to improving the joint work between the Juvenile Police Department and the Behavioral Healthcare Center. For his part Rashid Mohamed al-Nuaimi said that the agreement between the center and the Juvenile Police Department was an important step in the area of community partnership between the government sector and civil society institutions, which will enhance the exchange of experience and capacity. He stressed the Center's concern to continue cooperation with the Ministry of Interior in providing quality services to all members of society, considering the Ministry of the Interior as a strategic partner, hoping that the two parties will offer a lot of joint work to care for the targeted groups.
